am totally a newbee for it.
My budget is 45000or below
Basic requirement : 3EX, None, F or above, SI2 or above, 0.8ct or above
Is there any good suggestion for it?

Sure, actually you can consider in 0.9 size & at least 0.8 size.

0.9 D SI2, F SI1
0.8 E VS1, F VS2

With your budget, personally I would recommend the 0.9 D SI2.
